Should the U.S. be praised or condemned for its actions during the cold war?
Yes. Some of its actions were praiseworthy, and some of its actions were worthy of condemnation. And some of its actions were neither good nor bad and not deserving either praise or condemnation. People are not perfect, and are not capable of being totally Good or totally Evil. A “Good Person” can do bad things, and an “Evil Person” can do good things. Same thing goes for the nations that we create. If you want to talk about praising or condemning the U.S. for its actions during the Cold War, you need to start talking specifics. A blanket praise can be countered by specific examples of bad U.S. actions and policies; a blanket condemnation can be countered by specific examples good U.S. actions and policies.
