Should the terms “health insurance” and “health care” be used interchangeably?

Health insurance and health care are not the same. In the United States everyone should be able to get health care (though if they can’t have insurance, they may be taken by ambulance to the nearest homeless shelter or bridge overpass after minimal care). However, anyone without health insurance may not be able to go to a primary care physician for routine care and end up going to the ER when he/she gets sick.
