Should the PI include any fly tipping cleared from beaches and industrial estates?
The definition talks about relevant land as land that is under the direct control of the LA and is land to which the public are permitted and entitled to have access. Consequently you have to apply this to beaches and industrial estates – clearly private industrial estates and private beaches would be excluded.
