Speciality-specific modules should be created in order to frame certain partnerships. Any appraisal of partnerships should assess whether they make economic as well as social sense, and where/ how they are contributing to positive solutions. A review of partnerships would have to be supervised by an international decision making body with the capacity and seniority to commit investment and policy decisions.
