Should the government provide free health care for all even foreigners?
What usually happens is that, if the government of two countries both provide free health care for their citizens, they will sign agreements to also provide the same care for each other’s citizens while they’re in each other’s countries. Thus, if the US created universal health care, Americans travelling throughout most European countries would also be covered, and vice versa.
