Should the expansion tank connected to a hot water heater make noise?

I had a new hot water tank and expansion tank installed 3/28/09. Also, I found water on the floor that appears to be coming from the tank. I want to be fairly certain that there is a problem before calling the installer; if it is not their problem I’ll be charged. Thank you.
