The vast majority of abortions are carried out at 7-12 weeks. The reasons for aborting at 24 weeks are usually when severe foetal malformation is detected. Many tests that reveal severe problems cannot be carried out until later on in the second trimester. Reducing the time limit would cause increased distress to families who find themselves on the receiving end of an upsetting prognosis as they would have to go through even more red tape if they wished to terminate. Anybody that aborts at 24 weeks does so for a reason. Late term abortions are not something any woman goes through lightly .
