Most of the money that states use in social services comes from the federal government anyway. Its called fiscal federalism. The federal government gives states and localities 300 billion dollars in grant money every year, most of which (47 percent) goes to health services, education (15%) or transportation (11%). So yes, a state could sue the federal government, but the federal government would just issue cut or cross over sanctions and remove the money they lost in the suit. The only thing states can do is deny services to illegals. Its the states that are not willing to do that, at least what I have seen in Arizona. All you have to do is give a school district a po box and an address of ANYONE and you can come to school. They don’t check up on it.
