PS: This question is confusing to a lot of people. Some areas of the coastline have strict access into their communities and they restrict public access to the beach, but the beaches themselves are not private. A person can actually start walking in Fenwick Island and walk the beach all the way to Lewes. With that in mind and the fact that DNREC has stated that beach replenishment is more effective if the entire coastline is replenished, I think it is appropriate. KP: No. MB: If they charge for it.
