Should small children be given a citation for littering, if they throw trash out the car window?
Any parent that would allow their child to travel in a car with a window open should be given a citation for child endangerment. Small children must be taught by the parent not to throw anything out of a moving car. It is extremely dangerous. The citation would go to the parent because parents are legally responsible for the misdeeds of the child.
