Should right-turn traffic from minor streets be counted in the traffic volume for signal warrant studies, or should it be disregarded?
In Section 4C.01, the MUTCD states, “Guidance: The study [engineering study] should consider the effects of the right-turn vehicles from the minor-street approaches. Engineering judgment should be used to determine what, if any, portion of the right-turn traffic is subtracted from the minor-street traffic count when evaluating the count against the above signal warrants.” Section 4C.01 also includes additional guidance concerning the presence of an exclusive right-turn lane and how that might impact how much of the right turn volume is included.
