A. Yes. You should include reviews, inspections and audits of any HR or Training functions determined to be important to safety or waste isolation, such as verification of education for key positions, handling of employee concerns regarding repository safety, or training employees who will be performing functions important to safety or waste isolation. Quality records that report the results of reviews, inspections and audits are required to be maintained by 10 CFR 63.142. Guidance to NRC staff on evaluating DOEs compliance with the requirements for inspections and audits is described in Sections 2.5.1.3 Acceptance Criteria 10 and 18 respectively of the Yucca Mountain Review Plan.
