Ratings should not be given during Progress Reviews. Progress Reviews are intended for a supervisor/rater and the employee to assess progress toward meeting work performance measures/expectations, determine developmental opportunities/needs, and establish goals to improve performance or strategies to sustain superior performance. Assigning a rating during a performance review suggests the review is a formal evaluation to close a rating period. If a supervisor feels a formal rating should be assigned, he or she should consider conducting an interim evaluation.
