No. Segments of routes carried on ferryboats should not be included in the HPMS database. They are neither roads nor structures, and are inconsistent with the data and data definitions of the HPMS. Also, segments of routes carried on ferryboats do not meet the legal definition of a “public road” and their length should not be included in the Certified Public Road Mileage reported annually to FHWA.
