Except in an emergency pilot to pilot exchange on ATC frequencies should not take place in Class E airspace. Pilots using the VFR climb and descent and VFR-on-top procedure should not use radio arranged separation but should use radio alerted see and avoid. That is they should visually avoid traffic that ATC has informed them of.
