The quarantine is standard practice for any domestic animal that bites and breaks the skin. It is how long it takes for rabies to become obvious in an animal. It’s just a safety thing. That being said, Petco is responsible because you did inform them that the dog is a biter. They are the ones who didn’t listen to the owner and placed themselves in a dangerous situation. Had you not made it clear that the dog was dangerous then you would be in the wrong, however, the receptionist/groomer is the one who allowed it to happen because they weren’t listening.
