No, most mentally disabled people need someone else to care for them, and can’t live independently, work, or drive. So, for them having children would only be a burden on their caregivers. by mentally disabled I assume you mean Mentally retarded and not mentally ill. If you mean mentally ill, I would say the same thing, but some people with mild mental illnesses probably could handle having children. however, even people with a history of depression should be careful because they are much more prone to post-partum depression. Having children is so difficult and a burden on people without mental disabilities, that it would be almost impossible for a mentally disabled person to handle it. however, there are exceptions to the rule like Forest Gump. I think people like that should have kids if they want to. He was capable of graduating from college, living independently, etc.
