In this war there are very restrictive “rules of engagement”, meaning our soldiers are only able to use force under VERY limited circumstances, mainly self defense (meaning someone needs to shoot at them before they are permitted to return fire). It is a far cry from self defense to murder (look up the definition of each). If anything, the rules are probably too restrictive, but that’s because we want to err on the side of caution to minimize the possibility of accidentally killing inocent (unarmed) people (at the risk of our own people being killed).
