No. If the student is not publicly placed (e.g. by a county, a school district, or the Department of Corrections/Department of Health Services), then the student should not be included by the district in WSLS/ISES at all. Districts should not submit students with Services Plans rather than IEPs. (Except for Norris, on grounds RCC schools are considered private schools.
