If your counselor sent his letter twice (same copy, no revisions), then the school may think that he may have forgotten to send one and is sending an additional just to make sure. Since he is your math teacher, and you need a recommendation from a math teacher, ask him to write another letter, which is more personal and focuses on you as a student.
