They HAVE to comply, rest assured. For all relations with government departments and with employees they are obliged to use the language of the part of the federation where they are established: labor contracts, fiscal declarations, procedures, manuals, announcements to personnel etc. They MAY if they choose to do so add IN SECOND PLACE a version in the language of their corporate headquarters.
