Should little girls be aware that they should cover their chest?

I am of the sentiment that the personality of the little girl in question should be the guide here. If the kid is having fun in the water dressed in only a bikini bottom, I really would not push the issue if I were the kid’s family government. The kid is also completely naked when she takes a bath/shower, so I am really at a loss for why this is even an issue — especially if the fun in the water takes place in a private and out-of-the-way location. Top only, bottom only, stark naked . . . the kid only knows to feel what she does about playing in the water in those states that her family government and her friends demonstrate around her. If modesty while playing in the water is an issue, there are full-body wetsuits for BOTH the girls AND the boys. This double standard drives me absolutely bananas.
