Should LinkedIn have a feature to promote profiles of people actively looking for change?

My suggestion is to get the profiles highlighted for the people who are actively seeking for a job. In other words, the passive profiles may be hidden or shown last in the list. People can get an option to start their “active” period which could be maximum for a month or two in a year. This will avoid the flooding of profiles at any point of time. While it helps the candidate it should also help the employer to target these individuals first and reducing hunting time.
