Actually Hirohito wanted to negotiate a surrender but many of his Generals and Admirals wanted to continue the war. There were also many who wanted to surrender but they had to keep quiet to avoid being murdered. Hirohito bears a lot of the responsibility but both the war mongering Generals and Admirals and their mindset as a whole contributed to the carnage in the Pacific.
