Institutions should start thinking now! COs/TLOs should look at what tradeoffs are present for each extension, e.g. remain analogue or move to VoIP, and then find quotes to address the tradeoffs that the decision makers are interested in. Quotes can come from BT iNet or any number of other vendors. Institutions should not wait for our switch framework to be in place before at least getting an idea of costs from other sources as a budgetary figure.
