The external fungus is feeding on some damaged tissue from your Oto. The fungus may have been a secondary infection from a earlier bacterial attack. I would recommend treating the Oto with a Nitrofuranace type drug. Be aware that any time you medicate a tank it may affect the good bacteria that break down the fish waste so check for ammonia spike during and after treatm
