Should i report my neighbours to animal cruelty or contact the RSPCA?
You should report them in my opinion. If a person has a pet they should take responsibility for them or pay the consequences. If you only call the RSPCA they won’t have to face up to their responsibility. If they can no longer take care of the pet then they should also be responsible for making other arrangements. Of course this is just my opinion!
As far as drinking rain water is concerned, I agree with what has been said earlier – my own cat who is shamefully spoiled won’t drink out of her water bowl (which is changed twice daily) or out of the very expensive cat fountain I bought for her, preferring .to lap the water out of the garden pond! I also agree that cats tend not to stay where they’re not fed. If she’s hungry then she’ll go on the hunt for a new home. However, if you really believe that she’s being mistreated then I would call the RSPCA, although I will warn you that they’ll come out and look at the situation and as long as the cat is being fed and not being subjected to cruelty then they will ignore the situation. You could always encourage the cat to come and live with you, which would be my course of action, or if you don’t want a cat then take her down to the local RSPCA shelter where they will rehome her.
