Reading between the lines I think right now you should be concerned for your mums health more than the dog as I think she is very clearly on the verge of a nervous breakdown and the dog is only making it worse. The best thing you could do for the dog is to have him re-homed with one of the many charitable organisations there are (check in the Yellow Pages for ones in your area). He is still a young pup and could easily be taken in by a family could train him the way he is supposed to be trained but the longer you leave him the more he could become traumatised by your mums erratic behavioiur and he might he even end up getting hurt. You must make an emergency appointment with your mums doctor and take her to him/her immediately as she desperately needs medical help. If you go along then you can explain the whole situation and I’m sure your doctor will have lots of solutions that will help your mum. There is no need to contact the RSPCA right now unless it’s to ask them if they can take
