I would address your CV to the manager/director. If the CV is being sent by post, most likely it will be opened first by a secretary and he or she will hand the CV over to the correct person. But I think it’s always wise to address your CV/Cover Letter to highest person making the hiring decisions (if there is not a specific HR department).
