Should Guantanamo bay be returned to the Cubans?

Since 1959, the U.S. sends a check for the lease amount every year, but the Cuban government has never cashed them. The U.S. Naval Base at Guantánamo Bay, the oldest existing U.S. military base outside U.S. territory, sits on a 45-square-mile area about the size of Manhattan Island. There are many U.S. military stationed there along with their families. The base has facilities for family use, including a child development center, a youth center, two schools and Sunday school. The US won control of Cuba from Spain in 1898 under the Treaty of Paris.In 1902 Cuba gained independence from the US.A perpetual lease for the area around Guantanamo Bay was offered February 23, 1903, from Tomás Estrada Palma, an American citizen, who became the first President of Cuba.As you see the land Guantanamo Bay sits on was given to and now OWNED by the US.So no I see no real beneficial reason for giving it back.
There is a difference in the Guantanamo Base and Camp X-Ray. Camp X-Ray is at the Guantanamo Base. There is no reason to close the base. You could argue reasons to close Camp X-Ray. The problem with the question is that you do not know what Guantanamo is. You should narrow your question down to the prison vs the military base. My own opinion, no we should not close it. My hometown is the proposed location to move the prisoners too and I don’t want them in my backyard. Guantanamo is a good place for them because they cannot escape, protesters can’t camp outside it, it doesn’t become a terrorist target and jeopardize the public, and messing up property values. The same would be the case if they were moved to any other location in the US. If you want the base closed, put them in your backyard.
