Should extra public money be spent on improving cycle lanes and secure locking provisions?

No- because we don’t currently have “extra” money to spare on paying for non-essential infrastructure. What might be better to make cyclists safer on our streets would be to use battery-powered buses which run at a slower but steady speed. At the present time TFL is hell-bent on sticking with its red bus fleet in Central London because it is still stuck in the past.
