Should duck hunting be banned rather than destroying productive cropland to conserve ducks?

In the US cropland can be taken out of production and enrolled in the Conservation Reserve Program (CRP). The landowners are required to plant vegetative cover. They are also compensated. One of the purposes of the CRP is to create wildlife habitat. Ducks Unlimited likes the CRP because of it’s positive effect on duck habitat and duck populations. And because they can hunt on CRP ground. The issue, it seems to me, is not whether or not cropland should be sacrificed for ducks, but the failure of the Canadian government to implement a program similar to the CRP in the US.
