A. Yes. These plans are required by 10 CFR 63.21. Section 1.3 of the Yucca Mountain Review Plan describes how NRC will access DOE’s commitment to a physical protection system that meets the requirements of 10 CFR 73.51. The plan must address schedule for implementation; general performance objectives; protection goal; security organization; physical barrier subsystems; access control subsystems and procedures; detection, surveillance, and alarm subsystems and procedures; communications subsystem; equipment operability and compensatory measures; contingency and response plans and procedures; and reporting of safeguards events.
