Waste collection, storage, packaging, processing, and shipping can be considered “normal” operational activities which must be described in the license application in accordance with 10 CFR 63.21. DOE is required by 10 CFR 63.112 to consider means to control radioactive waste and radioactive effluents in its pre-closure safety analysis. Section 2.1.3 of the Yucca Mountain Review Plan describes the need for DOE to file prospective plans for radioactive waste management during decommissioning with its license application. Documents related to these topics must be included in the LSN.
