A. Yes. IH/OS program description documents and records during site characterization should be included in the LSN. In addition, the planned IH/OS program for construction, operation, monitoring, and closure also should be included. 10 CFR 63 incorporates by reference the emergency planning requirements of 10 CFR 72.32. Section 2.1.3 of the Yucca Mountain Review Plan indicates that NRC will review preliminary plans for a prospective health and safety program during decommissioning and a discussion of how the program will be integrated with the pre-closure health and safety program. Documents related to these topics must be included in the LSN.
