Should cyclists be fined for breaking road laws?

At the age of 16 in 1980 I was fined £5 for riding my Bicycle on the footpath,the Police turned up at my house with a warrant at 6 AM,they were promptly told to leave by my parents.I still had to pay the fine,a 5th of my wages at the time although I didn’t have to go to court as I pleaded guilty by post.As far as I am aware that law still exists, it appears nothing changes.The irony is that electric powered disabled vehicles are exempt from this law, tax and M.O.Ts as well as being a nuisance with their drivers as considerate as a slap in the face.
