Background The Postal Accountability and Enhancement Act passed in the 109th Congress requires the USPS to prefund retiree health benefits. Annual payments to this fund are approximately $5 billion from 2007 through 2016. This has saddled USPS with significant costs at a time when mail volume is rapidly decreasing. In 2008, total mail volume decreased by 4.5 percent and has continued to decrease into 2009.
