I guess I would say that it depends… For instance, I think if we pulled out all of our troops from Iraq without training an Iraqi national army, then chaos would break out. But, I think that Congress should check the president’s power by being able to limit the amount of power that the president has in the military… Maybe they could have a U.S.M.
