Should cell phones usage be restricted in movie theaters?

At my favorite theater, the Arclight in Hollywood, you must have your cell phone turned off or on vibrate and if you need to answer it in ANY WAY – including text messages – you have to step outside. If your cell phone rings during the movie or they see the light from it during the movie they kick you out and you don’t get a refund. That is totally why I go there because I know I will be able to ENJOY THE MOVIE WITHOUT INTERRUPTIONS!! They also throw you out for talking too much or causing any unnecessary distractions. But they make sure you know the rules up front.
