Sure, but obviously they should be turned off and put away in class so they don’t act as a distraction. If people want to spend their break between classes or their lunch hour talking on the phone and texting, I can’t see what harm it would do. But if I were the principal of a high school, I think I’d be inclined to confiscate phones for a week if they were seen or heard during class. Once you get to college, if you’re distracted but not disruptive, it’s really your own problem and you’re old enough to make that choice and deal with the consequences. If you want to sit at the back of the class texting your friends for an hour, have at it, but you might as well just stay home and save your tuition money if you’re going to do that.
