most modern caravans are fitted with very capable stabiliser brackets which are tested at much higher speeds than 60mph. However on windy days sudden gusts can affect handling. Also poor drivers who cut up caravaners are usually the ones who moan about them all the time, so if I had the choice i would rather tow a caravan a fraction slower than the speed limit for cars to allow for all the bad drivers.So if everyone drove to their speed limits there would be no problem.
