Should capital budget appropriations lapse 12 months after the fiscal year, instead of the current 6 months?
When appropriations for public improvements, acquiring land and carrying out planning and engineering studies are made, they must be spent during that fiscal year or within six months thereafter, at which point, if you don’t use it, you lose it. Passage of this proposal would extend the deadline an additional 6 months so that appropriated capital improvement funds can be spent up to 12 months after the fiscal year in the interest of retaining funds for projects that require a little more time.
