In an ideal world …yes. Trouble now is the prison service has allowed the system to become so homely with all mod cons that it is no longer a punishment to be locked up, society has allowed it to become an accepted part of life so there is no stigma to being locked up. Present day Warders couldn’t dish it out and the PC brigade would have a fit if they did. This country needs to replace all the ageing holiday camps with modern high tech prisons similar to those in the US and no privileges till 50 % of the sentence is completed with good behaviour.
