Should Backbone ISP charge content provider a higher price?
The price differentiation is not megabits per second, but sustained bandwidth. Prior to peer-to-peer applications, home users were very bursty. They would use a lot of bandwidth for very short periods but were inactive for most of the day. P2P folks use constant bandwidth similar to content providers. Therefore, they deserve to be charged a higher rate. If you want a constant 100% pipe, you need to pay for it.
