Should attic insulation batts be touching roof?

My roof has a VERY gentle slope. The attic has two layers of insulation batts. I’ve been pulling out the batts to install styrofoam baffles. I’ve discovered that the top layer of batts butts up against the roofing boards for 1-2 feet inside the house wall. This doesn’t seem right to me — batts traps warm air and meets cold roof, producing condensation. Can anyone offer advice on whether I should replace that portion of the top layer or just leave one layer so there’s an air space between the insulation and roof boards?
