I’m not sure what “religiously scrupulous” means. If a particular religion expressly forbids such service (as a very SMALL group of religions do) then that person should be compelled to serve in some other capacity. Driving trucks, field medics, engineering, etc are all needed in a military zone and don’t particularly necessitate carrying a gun.
