Should all Americans be required to carry their birth certificates in Arizona or only the ones …?

All Americans need to carry in Arizona is their state- or Federal-issued ID (being a state driver’s license or state photo ID, or a Federal military ID). In fact, citizens are required, by law, to carry identification with them at all times outside of their house. Why it is appropriate to ask a citizen for his ID and a violation of civil rights to ask an immigrant for their ID (visa or green card) is beyond me.
