Should a woman make a deliberate decision to be a single parent?

Well, ideally no. While children can grow up well adjusted from single parent homes, and can feel loved from extended family, the ideal situation involves both parents. That means daily interaction with parents who model the proper behaviour of both sexes. That way a little girl grows up knowing how to treat men and how to expect to be treated based on the way her mother and father treat each other, and likewise for a son. Single parenthood can impress these values, but it is much more difficult to do. To try and explain it in an abstract way is much more difficult to children then to have it modeled daily.
