Should a pupil who is sent to a college of Further Education or other external education provider that is not LEA maintained, but whose fees are paid by the local authority, be included?

We are only counting those pupils whose education is under an LEA’s control. The deciding factor on whether this pupil should be included is whether they were on roll in a LA MAINTAINED setting at the time of the annual school census in January or not. If they were then they should be included, if not, excluded.
