I always ask them what they want and then usually point out why they cannot have exactly what they want. After a compromise is reached I buy the URL. Most customers do not understand what is needed and certainly don’t understand what they get back regarding CPanels and passwords and the fact that the site has to be uploaded to a specific directory.
